Well, it could be either, but this is how we define the terms at iRacine.com (You are welcome to agree or disagree with our assessment):
A Racinite is one who was born and raised in Racine County, Wisconsin. The person may have left and came back, or not, but in any case if one is BORN in Racine they are considered a Racinite. A native "Racinite" never loses the title unless they do something unbecoming of the title, like fraternize with a "Racinian."
A Racinian is one who was BORN OUTSIDE of Racine County but now lives in Racine County. A Racinian can also hold the title if they lived in Racine for some time and have since left, but most Racinites may prefer to just call them "sell outs" or "traitors." For fairness sake, let's just call them ex-Racinians.
Now, to get everything a little bit clearer...
If you are in fact a "Racinian" there is no time limit on the title. For instance, if you moved here when you were two and in fact are from Kenosha, you are a still a "Racinian." If you have lived here for 50 plus years but are from California originally..."Racinian."
If you were born in the old St Lukes Hospital or the All Saints here in Racine, or even a haystack on the second level of a barn out in Burlington, "Racinite."
Whether you are a "Racinite" or a "Racinian," you are always welcome in Racine. Just don't try and pawn off one of them Kenoshans as either or we'll take you out back and beat you til your eyes swell shut. Now we got that straight...
